| We redacted the identities and personal email addresses of private citizens| as well as personal communications of employees to friends and/or spouses| as the public release of such information may constitute “personal information” and “a clearly unwarranted invasion of personal privacy.” 5 ILCS 140/7(1)(c); see Chicago Alliance for Neighborhood Safety v. City of Chicago| 348 Ill. App. 3d 188| 209| 211 (1st Dist. 2004) (court upheld the redaction of private citizens’ names and identities| noting that “the core purpose of the FOIA is to expose what the government is doing| not what its private citizens are up to.”). The District also redacted personal e-mail addresses| home addresses| and home or personal telephone numbers per FOIA Section 7(1)(b). 5 ILCS 140/2(c-5). Additionally| the District redacted individually identifiable student information pursuant to the Illinois School Student Records Act and the federal Family Educational Rights and Privacy Act. 105 ILCS 10/1 et seq.; 20 U.S.C. 1232g. Lastly| the District removed preliminary drafts| notes| recommendations| memoranda or other records in which opinions are expressed or policies or actions are formulated. See 5 ILCS 140/7(1)(f); see Harwood v. McDonough| 344 Ill. App. 3d 242. 247 (1st Dist. 2003). In response to clarification by the requester that their request included social media posts| the District appends its response to include Facebook and Twitter posts as attached. |
