Response:

Please be advised the District has removed or redacted deliberative internal opinions| drafts| and correspondence pursuant to FOIA Section 7(1)(f)| which exempts preliminary drafts and pre-decisional communications used by a public body in its deliberative process. See 5 ILCS 140/7(1)(f); see also Harwood v. McDonough| 344 Ill. App. 3d 242| 247 (1st Dist. 2003). Also removed were course materials and research materials used by faculty members pursuant to FOIA Section 7(1)(j). 5 ILCS 140/7(1) (j).

The District further redacted the identities and personal email addresses of private citizens| as the release of such information may “constitute a clearly unwarranted invasion of personal privacy.” 5 ILCS 140/7(1)(c); see Chicago Alliance for Neighborhood Safety v. City of Chicago| 348 Ill. App. 3d 188| 209| 211 (1st Dist.
2004) (court upheld the redaction of private citizens’ names and identities| noting that “the core purpose of the FOIA is to expose what the government is doing| not what its private citizens are up to.”).

Note that individually identifiable student information is prohibited by law from disclosure and has been removed. See 5 ILCS 140/7.5(r); 105 ILCS 10/6.

Additionally| the District redacted home addresses and home or personal telephone numbers per FOIA Section 7(1)(b). See also 5 ILCS 140/2(c-5). Correspondence between the District and its attorney was also removed pursuant to FOIA Section 7(1)(m). 5 ILCS 140/7(1)(m). Lastly| we did not include correspondence in regard to FOIA requests or communications regarding the District’s formulation of FOIA responses| as we did not view these communications as responsive.

You have a right to have the District’s response reviewed by the Public Access Counselor (PAC) at the Office of the Attorney General. 5 ILCS 140/9.5(a). You can file your Request for Review with the PAC by writing to:
